HYDERABAD:?With land acquisition transforming into a significant hurdle within the way of new upcoming projects, the state government has conceived and formulated novel methods to ensure that a farmer parting with his land would in turn include the farmer as a stakeholder and other such measures, in order to smooth the process of land transfer from farmers.
Bearing in mind the prestigious National Industrial Manufacturing Zones (NIMZs) the idea of making massive industrial projects farmer-friendly has been devised. Two NIMZs have already been sanctioned by the Government of India (GOI) for the districts of Medak and Chittoor. The GOI is in the process of according final approval for a third NIMZs in the district of Prakasam.?
As per major industries minister ? J Geeta Reddy, the government does not want the NIMZ projects, each of which would generate an investment of about Rs 30,000 crore along with bestowing employment opportunities on close to 3 lakh people, to be obscured due to an unrest caused by those who would be giving up their lands for such projects.
The Medak NIMZ would be established on 12,365 acres of land while the one in the district of Chittoor will be requiring approximately 23,000 acres of land. For all major projects coming up in the state of Andhra Pradesh, land acquisition has proven to be a major hurdle. Due to land acquisitions, farmers have been cultivating a lot of resentment towards the government.
Being a part of this initiative, farmers would be enabled to choose from a basket of options in lieu of the land acquired from them. The farmers can chose to become stakeholders within the companies which would be investing in the NIMZ. However, those farmers who would want to opt for selling their land in exchange for money too would be welcome. Similarly, in yet another option through which the farmers can take a portion of the compensation as well as acquire developed plots worth the balance amount. Additionally, a fourth option too has been provided, under this, farmers can chose to opt for permanent pension in lieu of compensation.
Relying on these new initiatives, the government would be capable of tackling two issues. The first would enable the farmers too have a share in the wealth created by the NIMZ, while the second would help the state government to significantly reduce its financial burden that arises due to land acquisition.
The state of Andhra Pradesh has witnessed numerous battles and rebellions caused by local people especially fishermen and farmers, against the power plants and Special Economic Zones (SRZs) due to the state forcibly acquiring their agricultural land.
The fishermen belonging to the wetlands situated in the northern coastal regions of Andhra Pradesh are still waging their fight against the thermal plants which according to them are bound to destroy the last surviving wetlands of India, which is also the prime source of livelihood for the fishing community there.
The government of Andhra Pradesh is adopting the consent method for acquisition of land, a method which has not been implemented earlier. The implementation of this method enables the farmers to negotiate and reach a mutually beneficial price for their lands with the investors.
As per the principal secretary of industries and commerce ? K Pradeep Chandra, even though the NIMZs are industrial townships, farmers who receive developed plots are free to use them for other non-industrial purposes as well. Land acquisition should not be a cause for heartburn for farmers. Unlike the conventional industrial estates and SEZs, these manufacturing investment zones will have educational institutes, hotels, hospitals, residential areas etc. Farmers who receive plots within these zones can benefit from such facilities. The Government does not foresee any major hurdle for acquisition of land by providing the options that the state is offering to the farmers.?
Additionally, the Government is hopeful of completing the acquisition of land for the NIMZs project within a year under the new approach as it is based on a prosperity sharing concept.?
The Center would provide the external infrastructure like rail and road connectivity, testing, training and quality development facilities as well as financial support through viability gap funding, while the internal infrastructure and land would be provided by the state.
